Optima Energy Consulting was subcontracted by LDK Consultants (Greece) to help with the implementation of a technical assistance project implemented in the premises of ANRE, the Moldovan Energy Regulator, in Chisinau, Moldova.
The objective of the engagement was to analyze the rules and practices applied in EU states for reviewing and assessing capital expenditures and to increase ANRE’s technical capacities in reviewing investment programs by referencing to international best practice examples. Optima also helped ANRE draft a Regulation which lays out the principles for submitting, reviewing and analyzing capital expenditure programs and advised the regulator on the evaluation of various elements of the Regulatory Asset Base and determination of the Weighted Average Cost of Capital for adequate incentives for network infrastructure investments.
