We worked alongside the Energy Regulatory Office (ERO), under a project funded by the European Bank for Reconstruction and Development (EBRD), to strengthen the regulatory framework for renewable energy support.
Through this engagement, we developed a new regulation governing the Renewable Energy Support Mechanism, implemented via a Renewable Energy Operator (REO) and funded through a Renewable Energy Obligation applied to end-use customers. The REO was designed as a bankable offtaker for PPAs and CfD support contracts, ensuring investor confidence without distorting the market.
Kosovo was not new to such mechanisms, as a similar framework had been in place since 2016. However, the new regulation fully transposed the new RES law and utilized the national power exchange, ALPEX, as the central trading platform. This boosted liquidity in the power exchange and ensured transparent reference price formations.
Following the adoption of the regulation, we also developed modeling tools for the systematic calculation of the Renewable Energy Obligation and delivered capacity-building programs for both ERO and KOSTT.
